The tactical plan describes “how” the strategic KPIs will be achieved. An effective tactical plan engages the work team in identifying the key process output measures that have the greatest impact on the KPIs, and their corresponding critical processes.
Strategic plans fail because the KPIs do not provide clear instructions to the work teams. The first and most critical part of an effective tactical plan is transforming the strategic KPIs into meaningful process output measures that clearly tell the work teams the critical processes or the work that matters most.
Once the work teams understand the work that matters most, it is easy for them to prioritize these processes to achieve the KPIs. When the work teams are involved, they become invested and committed to the strategic plan.
